1. This submission addresses the land-use resource consent application by K.P. & L. P. Wharfe to continue an existing rip rap extraction operation from and around the existing quarry site, the extraction of boulders from a ridge line, the stock piling of extracted material and a mobile crushing operation. The application sites are described as Lot 1 DP 85325 and Pt Sec 436 Hutt District, Murphy's Rd, Pauatahanui .
2. The application and proposal do not adequately address sediment management for the proposed quarry operation as outlined in (1) above.
3. The reasons for this submission are that:
· The application site is part of the Pauatahanui Inlet catchment and streams that pass-through the property flow into the Inlet.
· The Pauatahanui Inlet is a nationally significant Estuary.
· The ecological and recreational values of the Inlet have been and continue to be adversely affected by the increased amount and type of sediment being produced by catchment land use activities.
· The adverse effects of sediment on the Inlet's ecology and human recreational activities need to be addressed firstly by reducing the amount of sediment reaching the Inlet.
4. Should be consent be granted Council should set conditions that minimize the amount of sediment reaching streams. Options include:
· Requiring that specified best practice sediment management systems are used for all aspects of the quarry operation including extraction, stock piling and crushing.
· Requiring that the annual sediment yield from the property or works not exceed a specified maximum.
· Requiring that the maximum concentration of sediment in storm flows leaving the property not exceed a specified threshold.
